The Nominee for County Secretary,
Mr. Joseph Motari Mogusu, appeared before the Appointments committee on Saturday 25th may 2013. He was informed by the Chairperson that there is a complaint from Mr. Wycliff Agesa of Nakuru Stakeholders against his nomination citing lack of competitive recruitment and nomination. He stated to the committee that:-

I.He was a holder of a Masters degree in Public Administration.
II.He is the immediate District Commissioner of Rongai District in Nakuru County
III.Detailed his wealth of experience in Administration and Management to the committee
IV.He is the Interim County Secretary having been recruited and seconded by the Transition Authority to Nakuru County
V.Told the Committee of his initial competitive recruitment by Transition Authority and hence felt that had served the purpose
VI.Questioned on why he had used initials in the advertisement calling for public participation and responded that it was the Transition Authority that caused the confusion of his names.
MR. J.M. MOGUSU
The committee having considered his curriculum vitae and heard his oral presentation during the vetting exercise/ interviews made the following conclusion;
I.That he is not suitable to serve for the position as he admitted he had not been competitively sourced as required by Section 44 (2) (b) of the County Government Act 2012
II.He was not interviewed for the position he had been nominated to serve
III.His approval would place the exercise and requirement on competitive sourcing and public participation into question
IV.He has a serious misrepresentation of facts on his actual names and chose to use initials instead of full names.
