DECISION-MAKING TIME WHO IS IN WHO IS OUT? @ NAKURU GOVERNMENT TODAY

All the buzz in the county today focuses on this afternoon’s expected debate at the Nakuru County Assembly where the 55 MCAs will either adopt or reject some or all nominees appointed by governor Kinuthia Mbugua.

This follows an announcement in morning by the Assembly Speaker Ms Susan Wakarura Kihika who reported that a special session will be held from 2.30pm where the names will be read and debated.

We express our hope that the entire Cabinet and those appointed to the PSB chaired by ex-DC James Mwaura will be approved by the August House after the names are presented by the Appointments Committee that Ms Kihika chairs.

However during the vetting process it became apparent that there were indeed several discrepancies in the mode and process of making some of the appointments. This could lead to dome of the appointments being either nullified or returned-to-appointing for redeployment or indeed any other such decision.

For instance it became glaringly clear that some appointees were given positions they were not interviewed for and to which were not their strongest points professionally. Once again let us state that we have confidence in the capacity of all the Kinuthia Mbugua appointees and all of them regardless of how they reached there, have the capacity to deliver.

But we are a county-in the making and whatever decision is made today by the Kihika-chaired committee and the entire assembly will be precedent-setting hence the need for strict observance to the rule of law, the national constitution and adherence to natural justice. Speaker Kihika is likely to be a strong influence to the decisions made by the Committee on Appointments notwithstanding the fact that she is the only trained legal mind sitting in it. Therefore some decisions made may not favour Governor Mbugua and his team-mates. But that is the essence of democracy and separation of powers.

If the appointments are upheld well and good but if dismissed we should be given good reasons doe such decisions. But we have confidence that the assembly’s wisdom will be strictly guided by the above stated parameters and that all decisions made will be aimed as to the good welfare and development of the peoples of Nakuru and the county at large.
